OK, well first you need to buy a domain. Most places can sell you 1-3 year leases for around $10 a year (relatively cheap). Now that you own the domain, you need to host it somewhere. Hosting services can run from $40 and up a month, but you get a web server already setup, hard drive space, FTP / Telnet / etc… usually ASP or PHP and usually some type of database. Or you can host it yourself, which means you need a machine with a public IP address and you need to bind your domain to it. This can get very complicated, and I recommend you go with a hosting option.

Where are you uploading the file?
I mean what is the Webserver you are using?
If IIS is the webserver ,go to website and under documents section
make sure Enable Default document is checked and mention the page name (along with extension) which you want to make as page.
I am sure there will be some similar setting in other Webservers too
